I am a bit confused.. Since CSS is part of web development, it is not part of web design, right? Also, if you master CSS then how relevant is it even to learn web design, as CSS seems to cover all aspects of web design.

What education would I need or how can I educate myself through a training or certificate program? I am seeking a career change and growing a family so I'm looking to somehow use the skills and interests I have and lead them in a different direction. I have a BA degree which focused heavily in fine arts but I learned I need applicable real world skills using my creative drive.
