(NEW) DEVELOPMENT SERVICES REVIEW REPORT TO BE PRESENTED TO CITY COUNCIL AUGUST 28

The consultant hired by the City to conduct a Comprehensive Development Services Review in an effort to improve the City’s development services and operations, will present their findings to the City Council during the August 28 Council meeting. The City put out  Request for Proposals (RFP) and hired Baker Tilly US, LLP to perform the Comprehensive Development Services Review. The study pertains to all City Departments involved in permitting, mainly Planning, Environmental Sustainability, and Public Works. The goal was to identify areas where improvements can be made and to provide recommendations. The assessment reviewed all aspects of the City’s processes, including organization structure and culture, resource needs, technology requirements, regulations, process documentation and more. (NEW) CITY STAFF CONDUCTS BEACH CLEANUP 

The City of Malibu is committed to protecting the environment and serving the community. Recently, the City hosted a volunteer beach cleanup event for City staff at Malibu Lagoon State Beach. The team collected about 200 pounds of trash.

(NEW) CITY FIRE SAFETY LIAISONS ARE MONITORING FIRE WEATHER CONDITIONS LEADING UP TO WILDFIRE SEASON 

LIVE FUEL MOISTURE AT 83% AS OF AUGUST 11, DOWN FROM 93% TWO WEEKS EARLIER, ABOVE THE HISTORICAL AVERAGE (60% = CRITICAL)
As part of year-round wildfire preparedness, the City tracks Live Fuel Moisture (LFM), as well as relative humidity, temperature, dead fuel moisture, wind and other weather factors to determine wildfire conditions for Malibu. The LFM was 83% as of August 11, down from 93% on July 21, and higher than the historical average. The LFM is the percentage of water content to dry matter in live vegetation and indicates how likely a fire is to grow large and spread quickly. LFM can be as high as 200% and is considered critical at 60% and below. The Los Angeles County Fire Department Forestry Division samples plants in the Santa Monica Mountains approximately every two weeks and posts the results on their website. COMPLETE A HOME WILDFIRE HARDENING ASSESSMENT AND GET A FREE EMERGENCY PREPAREDNESS BACKPACK

Malibu residents who complete a free Home Wildfire Hardening Assessment with the City of Malibu will receive a free rolling emergency preparedness backpack. The handy backpacks are a valuable addition to your “go kit” and can help you be better prepared to evacuate quickly in case of a wildfire or other disasters. They are only available while supplies last, so schedule your appointment now. The City’s Fire Safety Liaisons will conduct a 30-to-60-minute exterior inspection of your property looking at what can be done to make it less vulnerable to the millions of flying embers from a wind-driven wildfire, a leading cause of homes burning down in wildfires. You’ll get a checklist of steps to take, such as removing dead vegetation or wood furniture that is touching the house, to harden your property. FREE TRAINING – LeARN TO ASSESS A STRUCTURE’S VULNERABILITY TO BURNING DOWN IN A WILDFIRE, AUGUST 30 & 31 

The City is offering two free classes on how to protect homes from wildfires, “Assessing Structure Ignition Potential from Wildfire,” from the National Fire Protection Association (NFPA) on Wednesday, August 30 and Thursday, August 31, 8:00 AM – 5:00 PM at City Hall in the Multi-Purpose Room. Space is limited, and attendance of both full days is required to receive the NFPA certificate of completion. START PREPARING FOR WILDFIRE SEASON NOW

Now is the time for everyone in the community, including businesses, to start preparing for wildfire season. Monitor local fire weather conditions and warnings on the National Weather Service Los Angeles/Oxnard website. Create and/or review your family or business emergency plan, including evacuation routes and reunification locations, and gather emergency supplies. Check the expiration dates on food and medication. Keep vehicle fuel tanks above half full. Make sure you are able to open electric gates or garage doors when the power is out. For preparedness guidance, get the Malibu Survival Guide. Sign up for emergency alerts from the City (scroll to Alert Center) and from LA County. Most importantly, make sure flammable materials and vegetation are cleared away from your home. HEAVY VEGETATION FROM RECENT RAINS MEANS THAT BRUSH CLEARANCE IS CRUCIAL – THE CITY IS READY TO ASSIST YOU

June 1 was the LA County brush clearance deadline, but you can still complete your mandatory brush clearance. Many Malibu residents received brush clearance notices from the Fire Department for the first time due to updated maps. Proper brush clearance is required by law and is one of the most important ways to protect your home and property from wildfire, and to slow the spread of fires in our community. The record rainfall this winter was badly needed for our drought conditions and water supplies, but the lush vegetation on our hillsides will soon become fuel for a potential wildfire next fire season.  

Residents can get help with complying with brush clearance requirements by scheduling a free Home Wildfire Hardening Assessment with the City’s Fire Safety Liaisons. They will conduct a 30-60 minute inspection that follow the Fire Code and nationally recognized best practices and provide a checklist of simple steps to take, such as good brush clearance, keeping flammable materials like dead vegetation and wood furniture away from the house, and covering up eave vents with metal mesh. PUBLIC SAFETY

(NEW) HURRICANE HILLARY EXPECTED TO BRING HEAVY RAIN AND WIND TO MALIBU LATE SUNDAY INTO MONDAY  

The National Weather Service forecasts that a powerful storm will impact Southern California, bringing heavy rain, high winds, hazardous road, beach and sea conditions, possible power outages Sunday afternoon, August 20 through Monday evening, August 21. Hurricane Hillary is moving up the coast from Baja toward LA County, and it is still uncertain whether it will change course, weaken or remain as strong as a Tropical Storm. Rainfall rates of up to 1 inch per hour are possible, with 1-4 inches total. Winds may be 30-50 mph. This forecast may change significantly before Sunday evening, so monitor local news on AM and FM radio and weather forecasts on the NWS LA/Oxnard website.

  • Be prepared for heavy rain, strong wind, hazardous road conditions due to street flooding, mud, water and rocks in the road, wind, and low visibility. 
  • Be prepared for potential flooding of creeks and low-lying and flood-prone locations, hazardous beach and ocean conditions due to beach erosion, rip currents, storm debris in the water, heavy surf and rough waters. Stay off jetties and rocks. 
  • People should stay off the beaches and out of the water, as it may be very hazardous. 
  • Stay off of trails, which could be hazardous due to flooding, muddy, slippery terrain and rockfalls.
  • Be prepared for possible power outages and traffic signal outages due downed power lines. Never approach or touch downed power lines – stay back, warn others and call 911. Under California law, always approach an intersection with a malfunctioning traffic signal as if it is an all-way stop sign – come to a complete stop.
  • Secure loose items in your yard.
  • Make sure all drains on your property are clear (including rain gutters).
  • Check flashlights and batteries and backup power sources. 
  • In case of power outages, use solar, handcrank or car radios, which will function.
  • Protect your refrigerated food by moving some items to the freezer and getting ice for ice chests.
  • Take pictures of your property before the storm to document the condition for insurance purposes.

(NEW) SHERIFF’S CRIME AND SAFETY UPDATE TO CITY COUNCIL

VIDEO: Capt. Jennifer Seetoo, commanding officer of the Malibu Lost Hills Sheriff’s Station, and Sgt. Chris Soderlund, the Station’s Liaison for Malibu, gave crime and safety updates to the City Council on August 14. Capt. Seetoo discussed her team’s efforts to work with Nobu Restaurant and City staff to ensure that unpermitted events and traffic disruptions do not occur at the restaurant, following the July 4 event at Nobu that caused major backups on PCH. Nobu contracted with the LASD to pay for additional patrols to keep traffic safe and moving at the location Friday and Saturday nights – two parking enforcement units and a motorcycle Deputy. Capt. Seetoo discussed LASD’s wildfire season preparedness, with consideration of the recent wildfire tragedy in Lahaina, Maui, including outfitting LASD patrol vehicles with personal fire protection gear, and limiting access to parks and trails in the Santa Monica Mountains during Red Flag Warnings. Capt. Seetoo gave an update on the Sheriff’s Substation at the new SMC campus in Malibu. Watch the video. (Clip starts at 1:41:10) 

VIDEO: Sgt. Soderlund reported on crime statistics for July, 2023. There were 266 Part 1 crimes, the most serious crimes, including homicide, rape, robbery, domestic violence, year-to-date in Malibu, down from 292, a 9% decrease during the samer period last year. The Sheriff’s Beach Team, which the City funds every summer to patrol Malibu’s beaches, focusing on alcohol use to prevent drunk driving on PCH and canyon roads, ends operations after Labor Day weekend. (NEW) HOMELESS OUTREACH UPDATE

The City’s Homeless Outreach Team (two outreach workers and a housing navigator from the People Concern) reported that July 1, 2022 – June 20, 2023, it helped 72 people experiencing homelessness in Malibu with placement into permanent or temporary housing, and helped others be relocated and reunified with their families. Among those housed during that time, were people who have been homeless in the City for over a decade, reflecting the effectiveness of the Outreach Team’s proactive service efforts. City staff, the Outreach Team and the Los Angeles County Sheriff’s Department are continuously working together to address homelessness in the community. UPDATED ZONEHAVEN EVACUATION ZONE MAPS FOR MALIBU 

Know your zone! The City will be mailing out information cards to all households in Malibu about the updated Zonehaven Evacuation Zone numbers for Malibu. Malibu’s zones are now numbered MAL-C111 – MAL-C114. Los Angeles County adopted new official disaster response and evacuation zones and the new Zonehaven AWARE online tool in November 2022. All County agencies and cities, including the City of Malibu, will adhere to them in a disaster. The new zones for Malibu are the same as the City’s Evacuation Zones (11-14) were adopted in February 2020 as part of the City’s official Mass Evacuation Plan, following a recommendation after the Woolsey Fire.  

Residents, businesses, students, employees and other community members are encouraged to look up the new zones for their home, business or school, and familiarize themselves with Zonhaven. During a disaster, Zonehaven will show valuable information specific to the location, such as emergency services, status updates, shelter locations, roadblocks, evacuation routes and more. Remember your Zone – they will be referred to in alerts and public messaging during any large-scale emergency incidents in LA County. Find more evacuation information for Malibu on the City website.

TAKE THE DISASTER PREPAREDNESS SURVEY 

The City of Malibu asks community members to assist local officials better plan for disasters and mitigate impacts by participating in a short survey. The Disaster Preparedness Risk Survey is being administered by MLC and Associates on behalf of Las Virgenes-Malibu Council of Governments, which includes the cities of Malibu, Agoura Hills, Calabasas, Hidden Hills, and Westlake Village, as part of a recurring five-year Hazard Mitigation Planning process. The data gathered will help staff better plan for disasters as well as provide steps community members can take to mitigate risk and reduce the risk of loss. 

NATIONAL PREPAREDNESS MONTH EVENTS IN SEPTEMBER

(new) postcards WILL BE MAILED OUT CITYWIDE with tips on staying informed during a disaster 

During wildfires, earthquakes and other disasters, Malibu may experience widespread, long-lasting power, landline phone, cellphone, and internet outages. It is critical for life safety to be able to access emergency information. The City will be mailing out postcards to all Malibu addresses with tips on how to stay informed during a disaster, especially when there are widespread, longlasting power outages. Watch for the postcards in the mail, save them, and keep them handy to be prepared for wildfire season. The postcard can also be downloaded and printed here.

WEEKLY TESTS OF EVERBRIDGE DISASTER NOTIFICATION SYSTEM DURING NATIONAL PREPAREDNESS MONTH

As part of the City’s efforts to be prepared, and help the community be prepared for wildfires and other disasters, the City will send weekly test messages using the Everbridge Disaster Notification system during National Preparedness Month. Each week, a test message will go out to one of the City’s four new Zonehaven Evacuation Zones (which are the same as the City’s Evacuation Zones 11-14, adopted in 2019). Look up the Zonehaven Zone for your home, business, school or organization. No registration is required for the Everbridge test, as most cell phone and landline numbers with Malibu addresses are automatically loaded into the system. However, you can create profile in Everbridge to add or change multiple phone numbers or email, which helps the system to operate more effectively. (NEW) MALIBU MIDDLE AND HIGH SCHOOL CAMPUS PHASE 1 PUBLIC HEARING, TUESDAY, SEPTEMBER 5

On Tuesday, September 5, the Planning Commission will hold a hearing on the application for Coastal Development Permit No. 21-068 for Phase 1 of the Malibu Middle and High School Campus Specific Plan. The proposed development includes the construction of a new 36-foot tall, two-story high school building, reconfigured drive aisles and associated development. The meeting will be held at 6:30 PM at City Hall in the Council chambers and via teleconference. ACCESSORY DWELLING UNIT ORDINANCE PUBLIC HEARING, AUGUST 28  

The City Council will hold a public hearing on a Local Coastal Program Amendment and Title 17 of the Malibu Municipal Code and consider Planning Commission recommendations on Monday, August 28, 6:30 PM in-person at City Hall and virtually via Zoom. The agenda, staff report and viewing and commenting instructions will be posted in advance on the website. On March 14, 2023, the Planning Commission held a special meeting and adopted Resolution No. 23-12, providing recommendations for City Council consideration, to bring existing regulations pertaining to accessory dwelling units into compliance with State law.

(NEW) SPECIAL EVENTS REPORT

Currently, there are permitted events on August 20 and 26, August 31 – September 4 for the Chili Cook-Off and Carnival, October 7 as well as every Sunday for the Malibu Farmers Market and for Farmer’s Market off-street parking. The City of Malibu Planning Department posts a weekly report of approved event permits on the website. In order to help the public stay informed of pending event permit applications and to create opportunity for public input, the Event Permit Report includes all event permit applications deemed complete for review for consistency and compliance with the requirements of the Malibu Municipal Code and the Planning Director’s action on each application. CITY HALL HOURS

City Hall is open to the public. Regular City Hall hours are Monday through Thursday, 7:30 AM to 5:30 PM and Fridays 7:30 AM to 4:30 PM. Members of the public may come to City Hall without an appointment during public counter hours. An appointment will be needed for in-person assistance during any other hours. Appointments can be made online. The use of facemasks is now “individual preference” while inside City Hall, in accordance with Los Angeles County Department of Public Health guidelines.

MALIBU SENIOR CENTER AT CITY HALL OPEN FOR IN-PERSON SERVICES AND ACTIVITIES 

The Senior Center is open for general and various in-person services and programs Monday through Friday, 9:00 AM to 4:00 PM. Seniors can use the general use areas of the Center, including the computer lab, library and various recreation programs. WOOLSEY FIRE REBUILD 

(NEW) WOOLSEY FIRE REBUILD PROGRESS REPORT

Yolanda Bundy, the City’s Building Official and Environmental Sustainability Director, gave an update on the Woolsey Fire rebuild effort during the August 14 Council meeting. The 2018 fire, the largest in LA County, and the worst natural disaster in the City’s history, destroyed at least 465 homes in the City and burned about 96,000 acres. In 2019, the Council acted to waive permit fees for “like-for-like” and “like-for-like” plus 10% Woolsey Fire primary residence rebuild projects in order to support homeowners in their efforts to rebuild, and extended the waivers for four subsequent years. To date, the City has waived approximately $5.17 million in rebuild project fees. This does not include an additional $800,000 for mechanical, electrical, and plumbing permits for the homes under construction. Of the 100 unsubmitted projects, 69 original property owners have not started rebuilding. The unsubmitted project fee waivers are estimated to be an additional $2.8 million for an estimated total of $8.77 million. Current rebuild numbers include:

  • 365 projects have been submitted
  • 53 projects in Planning review
  • 51 projects in Building Safety review
  • 129 single-family homes under construction 
  • 132 single-family homes completed 
  • 100 projects have not yet been submitted

The Environmental Sustainability Department staff will have an outreach booth at the Malibu Farmers Market at Legacy Park on Sunday, August 20, 9:00 AM – 2:00 PM. Community members can learn about the City’s environmental programs and services, meet the staff, ask questions and get a free kitchen scraps caddy that are perfect for recycling food scraps to be recycled under the City’s Organics Recycling Program. (NEW) ONSITE WASTEWATER TREATMENT SYSTEM PRACTITIONER MANDATORY MEETING

The City is providing a mandatory in-person training for all City-registered onsite wastewater treatment system (OWTS) practitioners on Wednesday, August 30, 3:00 PM. The training will provide an overview of state and local codes and programs operated by Environmental Health and Wastewater Management aimed at ensuring adequate onsite sewage treatment and disposal in areas where sewers are not available, to protect public health and the environment.

Community members are invited to volunteer for the City of Malibu and Heal the Bay’s 2023 Malibu Coastal Cleanup Day at Zuma Lagoon and Westward Beach on Saturday, September 23, 9:00 AM – 12:00 PM. September 23 is California Coastal Cleanup Day, California’s largest annual volunteer event, when thousands of community volunteers across the state unite to protect our beach and ocean ecosystems. The event is a great way to keep Malibu’s beaches clean and protect our marine environment. It’s also a great activity for kids to learn about environmental protection and community service. (NEW) FREE GARDENING 101 WORKSHOP, SEPTEMBER 30

LA County is offering a free Gardening 101 course covering the simple techniques of drought-tolerant landscaping, organic gardening, and integrated pest management, Saturday, September 30, 10:00 AM – 11:30 AM, in-person at City Hall. Learn how to improve your lawn and garden, conserve water, and reduce waste. No reservations needed. Participants can purchase compost bins at a discount after the workshop (check or cash only please). For more information, visit the website. 

WASTE MANAGEMENT SERVICE DAY CHANGE

Waste Management changed its trash and recycling pickup day for residential customers beginning in August. The City did not initiate this change but was informed that Waste Management would contact all affected customers of the new service day and start date. The City operates an open market system for trash haulers and issues a permit to collect trash and recyclables within the City’s jurisdiction. This permit requires the haulers to abide by local, state, and federal laws; the City does not have control over business operations such as route changes and rates. HOUSEHOLD HAZARDOUS AND ELECTRONIC WASTE COLLECTION EVENT, AUGUST 19

Drop off old paint (water-based), used motor oil, anti-freeze, automotive and household batteries, compact fluorescent bulbs (unbroken), and electronics to be safely and properly disposed of at the City’s Household Hazardous and Electronic Waste Collection Saturday, August 19, 10:00 AM – 2:00 PM at the City Hall upper parking lot. From September through November, community members can join afterschool programs, youth water polo, outdoor hikes, parent and me programs, excursions, swim team, the adult softball league, and special events such as Halloween Bu Bash and the Tiny Tot Olympics. LEGACY PARK ECOSYSTEM EXPLORATION, AUGUST 19

Enjoy a free, guided educational nature walk at Legacy Park, Saturday, August 19, 9:00 AM – 11:00 AM. Staff will discuss various ecosystems, including pollinators, insects, songbirds, and waterfowl native to the Santa Monica Mountains. Please bring binoculars, and meet at the Malibu Library (23519 West, Civic Center Way). Reservations are required. The free program is for people age 10 and older. CINEMALIBU MOVIES IN THE PARK SCREENING OF “KARATE KID,” AUGUST 19

CineMalibu™ continues the series of free, family-friendly outdoor community movie screenings at Malibu Bluffs Park with “Karate Kid” (1984, PG) as well as trivia, games, food trucks and more, Saturday, August 19. Movies begin at sunset and pre-event activities begin one hour before sunset. Please bring a blanket and chair. SENIOR MONTHLY LUNCHEON, SUMMER IN SANTORINI, AUGUST 24

Enjoy lunch and socialize with friends at the Senior Center Luncheon Thursday, August 24, 12:00 PM. The event includes live entertainment and a delicious catered lunch. Registration in advance is required by calling 310-456-2489, ext. 357. For information, visit the Senior Center webpage. 

SENIOR CENTER PROGRAM ASSESSMENT SURVEY, OPEN THROUGH AUGUST 31

Older adults are encouraged to take the 2023 Senior Program Assessment Survey to provide program feedback and suggestions for new City programs. The survey is open through August 31 and available on the website or in person at the Senior Center at City Hall. 

PUBLIC WORKS  

LANE CLOSURES FOR PCH/LAS FLORES PROJECT TO BEGIN AFTER LABOR DAY

Lane closures on PCH at Las Flores Canyon Road for work on Caltrans’ PCH/Las Flores Intersection Improvement Project are expected to begin after Labor Day. The work will include upgrading traffic signal poles and related equipment, installing new conduit, signage and striping. The work expected to take three to four weeks. 

PCH EMERGENCY CLEANUP AND REPAIR WORK FROM 2023 WINTER STORM DAMAGE TO START AFTER LABOR DAY 

After Labor Day, following the summer PCH lane closure moratorium between Santa Monica and Malibu, Caltrans will be conducting embankment repair, removal and replacement of a broken storm drain system, and storm debris cleanup and removal on south and north lanes PCH between Las Flores Canyon Road and Decker Road.
